The Independent Policing Oversight Authority was established by an Act of Parliament in November 2011 to ensure civilian oversight of police operations in Kenya. The first Board took office in June 2012.

Vision: To establish a strong civilian accountability system that enhances public trust and confidence in the National Police Service.

Mission: To conduct impartial and independent investigations, audits, inspections, and monitoring of the National Police Service to curb impunity and promote professionalism for the benefit of the public

Legal Services Position

Key Duties & Responsibilities

Managerial & Supervisory Responsibilities:

  • Lead the development, execution, and review of policies, strategies, and procedures related to prosecution, evidence review, civil litigation, and alternative dispute resolution (ADR).
  • Oversee contract management, legal compliance, and advisory services within the Authority.
  • Represent the Authority in legal, civil, and criminal cases, as well as ADR proceedings.
  • Conduct legal audits and ensure compliance with human rights standards.
  • Advise the Deputy Director of Legal Services on matters concerning prosecution, civil litigation, ADR, and legal audits.
  • Facilitate interactions between the department and Board committees, as well as interdepartmental collaboration.
  • Approve reviewed investigation files and make recommendations for further action by the Deputy Director, CEO, and Board Technical Committee.
  • Review and approve departmental reports and papers for submission to the Deputy Director, Management, CEO, and Board Committees.
  • Supervise the prosecution of cases under the Authority’s mandate.
  • Coordinate with the Investigations Directorate for case discussions.
  • Monitor legal audits, provide recommendations, and ensure adherence to legal requirements.
  • Lead contract negotiations, MoU drafting, and agreements on behalf of the Authority.
  • Offer legal guidance on contract management and compliance to the Board, CEO, and senior management.
  • Supervise legal research in collaboration with the research division.
  • Oversee records management within the department.
  • Develop internal and external reports related to the department’s operations.
  • Establish and maintain strong relationships with external agencies and other departments to support legal services.
  • Identify potential risks within the department and implement mitigation strategies.
  • Oversee the allocation and management of financial and material resources for the department.
  • Provide mentorship, coaching, and capacity-building opportunities for staff members.
  • Monitor the implementation of annual work plans and budgets for the department.
  • Ensure adherence to quality assurance standards within the department.
  • Oversee performance evaluations for departmental staff.

Operational Responsibilities:

  • Represent the Authority in complex legal, civil, and criminal cases, as well as ADR proceedings.
  • Assess and review investigation files related to cases handled by the Authority, making necessary recommendations.
  • Manage legal instructions from other departments and oversee the preparation of legal opinions, contracts, agreements, and MoUs.
  • Ensure the Authority complies with constitutional provisions, legislative requirements, and regulatory frameworks.
  • Work closely with external stakeholders and internal teams on legal matters, contract management, and compliance.
  • Communicate key management decisions to staff within the department.
  • Develop and execute individual work plans and performance reports.
  • Implement strategies to mitigate potential legal risks.

Salary Range: Ksh 120,000 – Ksh 200,000 per month
