About (IPOA)
The Independent Policing Oversight Authority was established through an Act of Parliament in November 2011 to provide civilian oversight to policing in Kenya. Its first Board was sworn into office in June 2012.
Vision: A robust civilian accountability mechanism that engenders public trust and confidence in the National Police Service.
The Mission is to carry out independent, impartial investigations, reviews, inquiries, and oversight of the National Police Service, entrench professionalism in service delivery for the interest of the public, and prevent impunity.

Key Duties and Responsibilities
Managerial / Supervisory Responsibilities
- Lead the formulation, execution, and revision of policies, strategies, guidelines, plans, standards, and procedures related to prosecution, evidence assessment, civil litigation, alternative dispute resolution (ADR), contract management, legal advisory, and compliance within the Authority.
- Oversee the Authority’s legal representation in all civil, criminal, and ADR proceedings, conduct legal audits, and ensure adherence to human rights standards.
- Provide legal counsel to the Deputy Director of Legal Services on matters concerning prosecution, civil litigation, ADR, legal audits, and human rights compliance.
- Coordinate departmental interactions with Board committees and interdepartmental collaborations.
- Authorize reviewed investigation files and provide recommendations for evaluation by the Deputy Director, CEO, and Board Technical Committee.
- Examine and approve departmental reports and documents for review by senior management, including the Deputy Director, CEO, and Board Committees.
- Supervise the prosecution of cases within the Authority’s mandate.
- Work closely with the Investigations Directorate to facilitate case conferences.
- Oversee legal audits, recommend necessary actions, and monitor adherence to constitutional and statutory requirements.
- Lead contract negotiations, Memoranda of Understanding (MoUs), and other agreements on behalf of the Authority, making recommendations as needed.
- Provide guidance on drafting and reviewing contracts, MoUs, and agreements.
- Advise the Board, CEO, and senior management on contract management and compliance-related issues.
- Supervise and coordinate legal research efforts in collaboration with the research division.
- Manage records and documentation within the legal department.
- Oversee the preparation of internal and external reports for the department.
- Build strong working relationships with external agencies and internal departments to enhance legal service delivery.
- Identify risks and develop strategies to mitigate them within the department.
- Manage the department’s financial and material resources effectively.
- Mentor, train, and support capacity development initiatives for departmental staff.
- Oversee the development and execution of annual work plans and budgets for the department.
- Establish, review, and enforce quality assurance standards within the department.
- Supervise staff performance evaluation and development within the department.
Operational Responsibilities / Tasks
- Represent the Authority in complex legal, civil, and criminal court proceedings, as well as ADR processes.
- Assess and monitor investigation files related to cases handled by the Authority, offering recommendations.
- Organize and oversee the receipt of instructions from other directorates and the preparation of legal opinions, contracts, agreements, MoUs, and related documents.
- Ensure the Authority complies with the Constitution, relevant legislation, and regulatory frameworks.
- Work collaboratively with external stakeholders and internal departments on contract management, legal advisory, and compliance matters.
- Relay management decisions to departmental staff.
- Develop and execute individual annual work plans.
- Prepare periodic personal performance reports.
- Implement risk mitigation strategies.
Employment Type: Contract
Monthly Salary: Ksh 100,000 – Ksh 200,000, with actual compensation based on performance and assigned responsibilities.
